Condemning China's practice of involuntary organ harvesting.

Bill Analysis

SCR would recognize China's two decades long practice of forcibly removing human organs for transplant. SCR 3 would have the Texas Legislature condemn China's practice of involuntary organ harvesting. SCR 3 would then resolve that the 87th Legislature encourage the medical community to educate Texans about the risks of travel to China for organ transplants. It would further be resolved that the 87th Legislature respectfully urge the United States Congress and President to pass laws and adopt measures prohibiting collaboration between US medical and pharmaceutical companies and any Chinese counterparts linked with forced organ harvesting, ban entry into the US of those who participated in this practice, and provide for their prosecution. 

Vote Recommendation Notes

SCR 3 uplifts our principles of individual liberty and limited government by giving voice to those who are subject to involuntary organ and tissue harvesting and encouraging the United States government to enact policies to curb its use. Texas Action therefore supports SCR 3.
