Bill Analysis

SCR 17 is a resolution by the 87th Legislature of the State of Texas to respectfully urge the Congress of the United States to repeal the Government Pension Offset and the Windfall Elimination Provision of the Social Security Act which are considered to unfairly penalize recipients of public pensions by prohibiting some government retirees from collecting both their own pension and the full Social Security benefits as a surviving spouse, even if the spouse paid into Social Security for many years.

Texas Action takes no position on SCR 17 as no liberty principles are impacted by a nonbinding resolution encouraging Congress to take action.
