Bill Analysis

SCR 12 would indicate the 87th Legislature of the State of Texas' resolve that the state claims sovereignty under the Constitution of the United States over all powers not otherwise enumerated and granted to the federal government by the Constitution and to demand that the federal government halt and reverse, effectively immediately, its practice of assuming powers and imposing mandates and laws upon the states for purposes not enumerated by the Constitution of the United States of America. 

Vote Recommendation Notes

Given America's unique system of federalism in which states and the national government cooperate within shared and separate jurisdictions of authority, it is a necessary responsibility of the states to persist in maintaining their Constitutional powers when they are impeded upon by the federal government to prevent the deterioration of our federalist system and ensure the protection of the rights of their citizens. Texas Action supports SCR 12.
