Bill Analysis

SB  935 would grant metal recyclers or used automotive parts recyclers the ability to purchase untitled vehicles at least 12 years old and purchased solely for parts or scrap. Extensive recordkeeping, reporting, and other conditions would be required.

SB 935 would create additional reporting requirements for recyclers in possession of a vehicle that is found to be stolen and would create criminal offenses for those not following certain procedures.

Vote Recommendation Notes

While some aspects of SB 935 would promote the individual liberty of recyclers in Texas, the bill would also create additional reporting requirements and would create additional criminal offenses. Due to these competing principles, Texas Action is neutral on SB 935.
