Relating to the provision of citizenship assistance to veterans by the Texas Veterans Commission.
No significant fiscal implication to the State is anticipated.
SB 886 would require the Texas Veterans Commission to, on request, evaluate the veteran's citizenship status in order to educate and direct the veteran in becoming a US citizen, and facilitate the veteran's naturalization process.
SB 886 represents a change in the current duties of the Texas Veterans Commission (TVC). The mission of the Texas Veterans Commission is to advocate for and provide superior service to veterans that will significantly improve the quality of life for all Texas veterans and their families. The provisions of this bill appear to be within the spirit of the Commission's mission. We do note, however, that these services may be more appropriately conducted at the federal level through the Veterans Administration since the federal government has jurisdiction over citizenship issues. That being said, SB 886 does not appear to directly affect our principles and we remain neutral.
