Bill Analysis

SB 859 would allow regional planning councils, and any committee or subcommittee of the council under the Water Development Board, to hold open or closed meetings through a telephone conference call or videoconference call. Such meetings would still be subject to requirements of the Texas Open Meetings Act. 

Vote Recommendation Notes

Texas Action is neutral on SB 859. We do not oppose remote meetings of governmental bodies so long as they remain subject to the Open Meetings Act and public participation is not diminished.
