Estimated Two­-year Net Impact to General Revenue Related Funds for SB 7, As Introduced 

A negative impact of ($34,299,740) through the biennium ending August 31, 2023. The fiscal impact to the state related to the creation of civil penalties cannot be estimated at this time. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

SB 7 is a comprehensive election integrity reform bill that provides many legislative fixes to election problems. Highlights include increased poll watcher protections, mail-in ballot reform and mandating the development of a paper trail for electronic voting.

Vote Recommendation Notes

Texas Action supports SB 7 because it would espouse the limited government and individual liberty principles by helping make elections more secure. This bill would enact additional security to Texas elections with a wide variety of measures, including mail-in ballot reform, poll watcher protections, and increased transparency measures.
