Bill Analysis

SB 763 would establish an Urban Air Mobility advisory council to assess current state law and any changes that may be needed to state law to facilitate the development of urban air mobility infrastructure and operations in the state. 

The committee would be comprised of members from the diverse geographic regions of the state, local and state law enforcement, transportation experts, local governments, urban air mobility industry, and the general public. 

The committee would be required to present their recommendations and findings to the commission and legislature by September 1, 2022 and would be abolished January 1, 2023.

Urban air mobility refers to automated aircraft that transports passengers or cargo, often unmanned.

Although we generally oppose government expansion, we recognize that laws sometimes must be reevaluated as technology changes present new threats to public safety and national defense thereby necessitating the creation of new committees and boards. Texas Action remains neutral on SB 763.
