Bill Analysis
SB 739 would require the governor to designate a presiding officer of the board of certain river authorities to serve in that capacity at the pleasure of the governor. This would apply to any river authority for which
the governor appoints at least one of the members of the board.
Vote Recommendation Notes
As river authorities are created by the legislature, the legislature has a legitimate interest in their governance, therefore, granting the governor the ability to assign the presiding officer to certain boards is within the purview of the legislature. Whether or not the appointment of the presiding officer by the governor will make the functions of these boards more transparent is less clear. As such, Texas Action remains neutral on SB 707.
