Bill Analysis

SB 659 would allow certain areas that were exempt from municipal taxation for 20 years and do not receive full municipal services, or were annexed for limited purposes and have never received full municipal services, to apply a formal process to disannex from their respective municipalities. 

Vote Recommendation Notes

In some annexed areas, residents do not receive full municipal services but have to pay the same tax as those who do receive full municipal services. SB 659 would allow these areas to go through a process to disannex from the municipality. SB 659 promotes limited government, property rights, and individual liberty. For these reasons, Texas Action supports SB 659.
