Estimated Two-year Net Impact to General Revenue Related Funds for SB 64, As Introduced: a NEGATIVE impact of ($1,051,820) through the biennium ending August 31, 2023. 

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. 

Bill Analysis

SB 64 would require the Texas Commission on Law Enforcement to establish a peer support network for law enforcement officers. Such a network would have to include:

SB 64 would allow the commission to contract with institutes of higher education with appropriate expertise to develop the peer support network. All information relating to a law enforcement officer's participation in peer-to-peer support would be considered confidential and not subject to disclosure by the commission, law enforcement agencies, or any other state agency/political subdivision. Participation in these services could not be considered grounds for termination, revocation, suspension, or denial of a license; or be considered in any proceeding related to the officer's license. 

Vote Recommendation Notes

Mental health of law enforcement officers is an issue which may be best left to individual agencies to address, however this bill does not appear to directly impact our liberty principles so Texas Action remains neutral on SB 64.
