SB 640 would establish an advisory committee to operate within the Health and Human Services Commission for the purpose of conducting a study designed to assess the interoperability needs and technology readiness of behavioral health service providers in Texas. SB 640 would require the membership to consist of at least five members appointed by the board of trustees.
SB 640's study would analyze the technological and programmatic needs and aspects of the behavioral health service field. The results of this study would have to be submitted no later than August 31, 2022, to the commission, legislature, lieutenant governor, and governor in a written report.
SB 640 is designed to understand the technology needs of behavioral health services in Texas with a goal to expand the capability and efficiency to operate behavioral health services within the state. Texas Action is neutral towards SB 640 as it does not affect our liberty principles.
