Bill Analysis

SB 48 would permit certain community supervision conditions for the offenses of attacking an assistance animal, animal cruelty, dog fighting, or cockfighting. A judge would be permitted to require the offender to relinquish control of any animals they own, prohibit them from owning any animals or living in a household with them, or require them to participate in counseling as a condition of community supervision.

Vote Recommendation Notes

Texas Action is neutral on SB 48 as it does not touch directly upon any of our Liberty Principles. As long as terms of community supervision remain proportional to the offense, they do not significantly affect individual liberty.
