Bill Analysis

SB 481 would allow students in a district only offering virtual classes for more than one grading period during a school year to transfer to a different school district that is offering in-person classes. The new district would be prohibited from charging the student for tuition and the student would be included in the average daily attendance in the district where the student is attending. 

Vote Recommendation Notes

Texas Action supports SB 481 on the principle of individual liberty. Allowing students to transfer to a school district that offers in-person learning costs the government nothing and aids the individual liberty of students.
