Bill Analysis

SB 452 would revise and update certain requirements for early intervention parent education programs.

Specifically, the bill would require the state to provide evidence-based care for early intervention parent education programs and for at-risk families. SB 452 would define evidence-based practice as a practice as an evidence-based program or practice is associated with a national organization, institution of higher education, or national or state public health institute.

An evidence-informed program or practice: combines well-researched interventions with clinical experience and ethics; has an active impact evaluation program; substantially compiles with a program manual or design that specifies the purpose, outcome, duration, and frequency of the program; and employs well-trained and competent staff. 

Vote Recommendation Notes

Texas Action is neutral on SB 452 which would make administrative changes to existing programs and does not appear to affect our liberty principles.
