Bill Analysis

SB 2212 would create a duty for police officers to request and render aid to an injured person. A police officer who encounters an injured person while performing their duties would have to request emergency medical services personnel for the person and provide first aid or treatment to the person to the extent of their training while waiting for personnel to arrive. If enacted, this duty would not apply in circumstances in which requesting or rendering aid would expose the officer or another person to injury.

SB 2212 was amended on the floor of the Senate to exempt an officer from requesting or rendering aid if they themselves are injured. This change does not affect our vote recommendation.

Vote Recommendation Notes

Texas Action is neutral on SB 2212 as it does not significantly affect any of our Liberty Principles. While this might make good policy, creating an affirmative duty for police officers to render aid does not expand or hinder individual freedom.
