SB 2122 would require a health care provider to provide a patient with an itemized bill for any services rendered. SB 2122 would also prohibit the health care provider from pursuing debt collection unless they have provided the patient with an itemized bill.
While this technically adds a new government requirement on healthcare providers, it is not a particularly onerous requirement and it does add transparency to the cost of healthcare which benefits the ability of individuals to make informed healthcare choices. Healthcare and health insurance do not operate in anything that resembles a truly free market which prevents consumers from having the same choices they would ordinarily have if providers were bound to the same market demands as other sectors of the economy. Due to these factors, Texas Action is neutral on SB 2122
