No significant fiscal implication to the State is anticipated.

Bill Analysis

SB 2016 would exempt qualified health plans and non-qualified health plans, offered in the marketplace, from compliance with the state-mandated benefits, if the state must defray the cost.  Currently, this bill would do nothing as state-mandated benefits do not exceed federally-mandated essential health benefits, it would only take effect in the event state-mandated benefits did exceed federally-mandated benefits.
