Relating to the creation of a hyperemesis strategic plan.
No significant fiscal implication to the State is anticipated.
SB 1941 would require the Health and Human Services Commission to develop and implement a five-year strategic plan to improve diagnosis and public awareness of hyperemesis gravidarum.
Such a strategic plan would have to include strategies to increase awareness of those at risk, establish a referral network, increase women's access to formal and informal peer support, raise public awareness, and leverage sources of funding to support existing community-based screening, referral, and support services.
SB 1941 would further require the commission to coordinate with the State Department of Health Services and state health coordinating council to annually review and update the plan.
The type of program proposed by SB 1941 would grow government in an area that is not a core function of government and is best left to private, nonprofit entities. In fact, there are organizations already dedicated specifically to this task. While we sympathize with the cause, it is our view that the state and federal governments are already too deeply involved in healthcare issues and should not get further involved. For these reasons, we oppose SB 1941.
