Relating to the content of an application for Medicaid.
No significant fiscal implication to the State is anticipated.
SB 1911 would update the application form for Medicaid to require applicants to indicate their preferred contact information. The form would also have to include language that informs the applicant that preferred contact methods will be shared with the appropriate managed care organization or health plan provider; allows the applicant to consent to being contacted by their managed care organization or health plan provider through their preferred contact method; and explains the security risks of electronic communication.
In order to accomplish this SB 1911 would require the Health and Human Services Commission to implement a process to transmit the applicants' contact method to managed care organizations or health plan providers; allow the applicant to change their preferred contract method in the future (including to opt-out), and communicate updated information to the managed care organization or health plan provider.
