Fiscal Notes

The amounts and timing of any new penalty revenue are unknown; therefore, the fiscal impact on the State cannot be determined. 


Bill Analysis

SB 1809 would modify existing law to ensure that the Texas Department of Insurance (TDI) has the tools it needs to enforce Insurance Code relating to unauthorized insurance. This would include authorizing the department to administer fees to violators of existing law and issuing cease and desist orders to unauthorized insurance businesses.

Vote Recommendation Notes

Without necessarily endorsing all of the insurance statutes this bill would affect, we do recognize that TDI needs to be able to effectively perform its duties. SB 1809 does not appear to conflict with our liberty principles and we remain neutral.
