Bill Analysis

SB 1792 would create a paid leave pool for school district employees.

SB 1792 would require that, in addition to all other days of leave provided by statute or by the school district, a school district shall provide one day of personal leave per district employee in a leave pool established by the district board of trustees. School district employees may choose to voluntarily donate one or more of their leave days to the pool for the benefit of others who may need it. 

Vote Recommendation Notes

Texas Action opposes SB 1792 which requires school districts to create a paid leave pool and to "prime the pool" by pre-funding it with one extra leave day per district employee. The fiscal note notwithstanding, this extra day of leave per employee will have a cost that will be borne by school districts.

CSHB 2063 is a similar bill which we do not oppose because it proposes to create a voluntary leave pool for state agency employees funded on an entirely voluntary basis by agency employees with no extra days contributed by the state agencies in advance.

We oppose SB 1792 unless amended to rescind the provision requiring school districts to add an extra day of leave per district employee to the leave pool.
