Bill Analysis

SB 1744 would expand the scope of allowable services offered by colonia self-help centers to include offering assistance with securing employment, expanding a small business, or managing personal finances. 

SB 1744 would expand statutory prohibitions preventing self-help centers from providing certain services to colonias if water service and suitable wastewater disposal are not available.

Vote Recommendation Notes

Colonia self-help centers are funded by federal community development block grants and the provisions of this bill will not increase public spending in support of these centers. Texas Action is neutral on SB 1744.
