Relating to licensing requirements to operate an end stage renal disease facility and the provision of home dialysis care by a dialysis technician.

The fiscal implications of the bill cannot be determined at this time because it is unknown how many end stage renal disease facilities would now be required to obtain licensure. 

Bill Analysis

CSSB 1692 would allow dialysis technicians to provide home dialysis care in a nursing facility provided that the facility meets eligibility requirements including licensure as end stage renal disease facilities and: the care is provided under the personal supervision of a qualified registered nurse; and the dialysis technician has complied with all rules regarding training and competency for dialysis technicians from the Health and Human Services Commission. 

Vote Recommendation Notes

While CSSB 1692 provides a minor scope of practice expansion for dialysis technicians to provide care in end stage renal disease facilities, the Senate Engrossed version of the bill provided greater and more meaningful liberty in this area. We support CSSB 1692 as preferable to the status quo but would prefer that it be amended to restore the Senate Engrossed language.
