Bill Analysis

SB 168 would require school district active threat exercises, including active shooter simulations, to adhere to certain trauma-informed methods and best practices. The bill would require sufficient notice be given to students and staff expected to participate in simulations, as well as parents of participating students and other participating entities such as first responders. The bill would also specify some elements of the content of such a simulation including requiring that it be age appropriate and be developed with input from relevant parties, among other things.

Vote Recommendation Notes

While we are sympathetic to the general aims of this bill, there is not a clear connection to our liberty principles. Texas Action is neutral on SB 168.
