Bill Analysis

SB 1590 would require the State Board for Educator Certification to propose rules providing flexible options for education certification candidate observations to occur in virtual settings that are equivalent in rigor to in-person options for observation. This would allow for either 1) two in-person and two virtual observations, or 2) three in-person observations. This was done on a temporary basis during the COVID-19 disaster and SB 1590 would make it permanent. 

Vote Recommendation Notes

As SB 1590 would expand the individual liberty of candidates by increasing options for fulfilling the requirements for earning an educator certification. Texas Action supports SB 1590.
