No significant fiscal implication to the State is anticipated. 

Bill Analysis

Under current law, political subdivisions are required to submit an annual report regarding their eminent domain authority.

SB 157 would require public school districts in counties with a population under twenty-five thousand and counties and municipalities having a population under twenty-five thousand to only submit an annual report of eminent domain authority if that information for the current reporting period had changed from the previous reporting period. If it remains unchanged, only the confirmation of the accuracy of the information on file would be required. 

Vote Recommendation Notes

Texas Action remains neutral on this bill as it does not impact any of our liberty principles. That said, the bill should somewhat lessen the burden of reporting requirements for smaller school districts, municipalities, and counties without reducing government transparency or infringing on private property rights.
