SB 14 would prohibit counties and municipalities from adopting or enforcing an ordinance, order, rule, regulation, or policy requiring any terms of employment that exceed or conflict with federal or state law relating to any form of employment leave, hiring practices, employment benefits, scheduling practices, or other terms of employment.
SB 14 would not apply to the minimum wage, the authority of a political subdivision to negotiate the terms of employment with its employees, the terms of voluntary contract between a private entity and a governmental entity, or an ordinance, order, rule, regulation, or policy relating to terms of employment in contracts or agreements between a private entity and governmental entity.
Texas Action supports SB 14 because it empowers the free market by preventing counties and municipalities from forcing local employers to uphold more stringent regulations or standards than the state or federal law otherwise allows.
