Bill Analysis

SB 1490 would allow the Texas Higher Education Coordinating Board to approve the issuance of a certificate of authorization to grant degrees, and prohibits the board from issuing a certificate of authority for a private post-secondary institution to grant certain medical professional degrees unless certain requirements are met, ensuring adequate clerkships for Texas' medical students are available.

SB 1490 seeks to add further protections to medical clerkships available in Texas for Texas students by enhancing the authority of the Texas Higher Education Coordinating Board in authorizing or denying private, out-of-state professional schools. Texas Action is neutral toward SB 1490.
