Relating to the powers and duties of the windstorm insurance legislative oversight board and to certain studies by the board relating to the Texas Windstorm Insurance Association and the Fair Access to Insurance Requirements Plan.

No significant fiscal implication to the State is anticipated.

Bill Analysis

SB 1448 would require the Texas Windstorm Insurance Association to conduct a study regarding the Texas Windstorm Insurance Association's funding, how the catastrophic risk pools of other states operate, and any other information the board considers necessary. The bill would also require the board to have public meetings to hear testimony from experts, stakeholders, and other interested parties. The board would be required to report the findings of their study in their next biennial report to the legislature.

This bill was amended on the floor of the House a minor amendments was adopted which does not change our analysis.

Vote Recommendation Notes

Conducting the study proposed by SB 1448 does not offend any of our liberty principles and we remain neutral.
