Bill Caption

Relating to a program to facilitate public school tutoring by certain teachers.

Fiscal Notes

The bill provides for districts to oversee a nonprofit teacher organization that facilitates the tutoring of public school students in kindergarten through grade 12 by active or retired certified teachers who are members of the nonprofit organization. The bill also provides that TRS would be required to electronically provide members with information about the program.

Bill Analysis

SB 1356 would allow active or retired teachers who are members of nonprofit teacher organizations to participate in a tutoring program to provide supplemental instruction to students in kindergarten through grade 12 on an individualized or small-group basis.

The bill would allow nonprofit organizations approved by the commissioner of education to access the online registry maintained by the TEA of persons not eligible for employment in public schools; people in the registry would be ineligible to participate in the tutoring program.

Vote Recommendation Notes

Texas Action supports SB 1356 which aligns with our limited government and individual liberty principles by creating an effective way for retired teachers to help students catch up from learning loss they may have experienced as a result of the public school system's response to COVID-19.
