Bill Analysis

SB 1282 would require generators to pay for certain costs incurred to interconnect their generation into the ERCOT transmission system. The committee substitute would give an allowance for "reasonable costs" and require the generators to pay anything in excess of what is deemed reasonable. 

Vote Recommendation Notes

SB 1282, as substituted, may shift some of the cost burden away from ratepayers but not as significantly as proposed by the original filed version the bill. Since it is impossible to know what will be deemed reasonable, it is impossible to know if significant costs will actually be shifted away from ratepayers. Texas Action is neutral on SB 1282
