No significant fiscal implication to the State is anticipated.

Bill Analysis

SB 1227 would require that College-Level Examination Program (CLEP) scoring for certain lower division courses match the minimum score recommended by the American Council on Education unless the institution's chief academic officer "determines, based on evidence, that a higher score on the examination is necessary to indicate that a student is sufficiently prepared to be successful in a related, more advanced course for which the lower-division course is a prerequisite."

Vote Recommendation Notes

Texas Action supports SB 1227 on the principles of limited government and individual liberty. Adding the stipulation requiring the chief academic offer to make an evidence-based determination in order to require a higher score on a CLEP examination would help limit the ability of institutions to undermine a student's legitimate use of CLEP to speed their advancement.
