Bill Analysis

SB 1138 would require the Legislative Budget Board to conduct a study on safety net programs available in Texas to consider ways of streamlining program eligibility requirements, resources, and benefits, improving outcomes for recipients under the programs, and reducing costs to taxpayers. This study would have to include an examination of aggregate data, a cost-benefit analysis that compares the costs of providing each program with the program's effectiveness at transitioning recipients to self-sufficiency, and statistical analysis of the data. SB 1138 would further be required to submit a report to the legislature and on the board's website. 


Vote Recommendation Notes

SB 1138 is an efficiency study for safety net programs. Such a study should identify ways to eliminate government waste and provide more efficient services to eligible persons. SB 1138 would benefit the principles of individual liberty, personal responsibility, and limited government. Texas Action supports SB 1138.
