Bill Analysis

SB 1061 would require certain childcare facility owners and employees to submit a complete set of fingerprints to the Health and Human Services Commission for fingerprint-based background and criminal history checks. This could be done electronically through a service center. 

SB 1061 would allow the executive commissioner of the Health and Human Services Commission to waive the fingerprint requirement if various qualifying conditions are met.

Vote Recommendation Notes

SB 1061 would place another requirement on an already highly regulated industry, adding to the difficulty and cost of providing child care services. This violates the principles of individual liberty and limited government. Texas Action opposes SB 1061.
