The cost to the state for publication of the resolution is $178,333.

Bill Analysis

HJR 72 proposes a constitutional amendment to prohibit the state or any political subdivision of the state from enacting any law or order that prohibits or limits religious services by a religious organization intended to support and serve the propagation of a sincerely held religious belief.

Vote Recommendation Notes

Texas Action supports HJR 72 because it would protect individual liberty and limit government abuse. The free exercise of religion is a fundamental right that should not be restricted even in states of disaster or emergency. The First Amendment to the United States Constitution is clear on this issue and Texas must be fully in alignment with the First Amendment, which this bill would help to achieve.
