Bill Analysis

HJR 143 proposes a constitutional amendment to allow an organization sanctioned by the Professional Rodeo Cowboys Association or the Women’s Professional Rodeo Association, to conduct charitable raffles at rodeo events.

Vote Recommendation Notes

Texas Action supports HJR 143 which expands liberty by allowing more organizations to conduct charitable raffles. Still, it would be better for the state to get out of the business of regulating charitable raffles altogether.
