Urging the United States Congress to pass the I am Vanessa Guillén Act.
HCR 51 would resolve that the 87th Legislature respectfully urges the Congress of the United States to pass the I am Vanessa Guillén Act to ensure that necessary changes are made to prevent conflicts of interest and require independent investigations for sexual harassment complaints in the military.
HCR 51 would resolve that the Texas Secretary of State forward official copies of this resolution to the President of the United States, to the president of the Senate and the speaker of the House of Representatives of the US Congress, and to all members of the Texas delegation to Congress with the request that this resolution be entered in the Congressional Record as a memorial to the Congress of the United States of America.
The "I am Vanessa Guillén" Act would refer cases of a charge relating to a sex-related offense by a member of the United States military to the Office of the Chief Prosecutor or the staff judge advocate, keeping the charge outside the chain of command of the accused. This would make investigations into sexual harassment in the military more independent and likely more objective.
Texas Action is Neutral on HCR 51. While we support the concept of independent investigations, this resolution is nonbinding, is unlikely to affect the outcome of federal legislation, and would have no perceivable impact on our liberty principles.
