Bill Analysis

HB 954 would prohibit the Texas Department of Criminal Justice from entering into a contract with an alternative housing facility in a county with more than 3.3 million people unless the facility is in compliance with all municipal or county regulations. The Department would also be required to maintain information on alternative housing facilities that they are contracted with and provide it to municipalities, counties, or members of the Legislature that request it.
