Bill Caption

Relating to the disclosure of certain utility customer information.

Fiscal Notes

No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 872 would protect customer account information (such as billing, delinquency and utility usage) confidentiality for customers of a Government-operated utility unless the customer requests that the utility disclose the information. In cases related to a sole-source designated aquifer the utility would no longer be allowed to disclose billing and collection information related to usage. HB 872 also outlines how a customer can request disclosure of their information.

Vote Recommendation Notes

Texas Action supports HB 872 as it protects individuals from having their relevant private information disclosed through public records requests.
