Relating to the selection of public members to serve on a county’s salary grievance committee.
No significant fiscal implication to the State is anticipated.
HB 840 would provide an alternative process for a county commissioners court to select members of the public to serve on a salary grievance committee. This alternative process would allow the commissioner's court to direct the county clerk to use a computer to generate a randomized list of the names of all persons who served on a grand jury in the county during the preceding calendar year.
HB 840 would require the commissioner's court, at the meeting to select members of the salary grievance committee, to adopt the randomized list, enter the list into the minutes of the meeting, and select, in the order of the list, the necessary number of public members and alternates. Vacancies would be required to be filled and alternatives would be selected from the remaining names not already selected in the same manner as the replaced or vacating member.
According to the Bill analysis, the purpose of HB 840 is to modernize the process of selecting members to serve on a salary grievance committee when necessary. HB 840 is procedural or administrative in nature with no direct connection to our liberty principles. Texas Action remains neutral.
