Relating to a public school campus ’s election under a campus
turnaround plan to operate as a community school.
No significant fiscal implication to the State is anticipated.
HB 81 would prohibit the commissioner of education from closing down a failing school without giving the campus the opportunity to operate as a community school under a campus turnaround plan for at least two years. The bill outlines provides the broad strokes of what a campus turnaround plan would look like under a community school model.
Texas Action opposes HB 81 because it violates our principle of limited government. We are opposed to allowing school campuses to transition to a community school model because the model protects the interests of adults as the expense of children and also removes crucial state oversight to ensure children are receiving quality education. Furthermore, the bill specifically prevents the closure of a campus unless campus converts to a community school and is allowed two years to operate as a community school, removing the education commissioner's power to begin to fix a failing school.
