HB 739 would require the Texas Veterans Commission to develop and administer a grant program to provide financial assistance to veterans seeking certification or training for employment in the energy industry. HB 739 would require the commission to conduct an outreach campaign for this program in coordination with the General Land Office and Veterans' Land Board. The commission then would have the ability to adopt rules to implement the grant program.
The Post 9/11 GI bill already covers certifications and trainings for employment in addition to traditional higher education expenses. A Texas funded grant program for veterans would cost Texas more money and establishes a further privilege for veterans over the rest of the population, therefore it violates our principles of a free market, limited government, and personal responsibility. Texas Action opposes HB 739.
