Relating to the release to mandatory supervision of certain inmates confined in a county jail.

Fiscal Notes

No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 721 would require notice to be given to a victim or close relative of a victim of a criminal offense when the offender is confined in a county jail and becomes eligible for release to parole. Within 14 days of the notice being given, the victim or relative would be permitted to submit a written statement to the applicable parole panel. If enacted, the parole panel would also be permitted to interview the victim or relative of the victim before making their decision.

Vote Recommendation Notes

Texas Action is neutral on HB 721 as it does not affect any of our Liberty Principles. That notwithstanding, this does appear to be sound public policy.
