No significant fiscal implication to the State is anticipated. 

Bill Analysis

HB 652 would require animal shelters to provide written, electronic, or telephonic notice to each person who adopts an animal from the shelter of certain diseases that occur among the animals in the shelter 15 days before or 15 days after the animal was adopted from the facility. HB 652 would not apply civil penalties to this law.  

Vote Recommendation Notes

Although this is a new regulation, it does not appear particularly onerous for animal shelters to comply with. It makes sense to inform a person adopting a pet if their new pet may have come in contact with an infectious disease prior to adoption. Texas Action is neutral on HB 652.
