Bill Analysis

HB 628 would prohibit landlords from raising the rent of a tenant who is receiving a low income housing tax credit allocation within the term of their lease.

Vote Recommendation Notes

On the one hand this would interfere with the terms of a lease which violates our limited government and free market principles. On the other hand this type of housing is subsidized by the taxpayers through government policy so the state is not completely out of bounds to have oversight. Texas Action remains neutral on HB 628.
