No fiscal implication to the State is anticipated. 

Bill Analysis

HB 604 would require that animal shelters and rescue organizations scan for a microchip each animal placed in their custody as soon as practicable upon the animal's arrival. 

Vote Recommendation Notes

On the one hand this bill places new mandates on private businesses which we oppose on limited government grounds. On the other hand this bill does advance property rights for people whose animals have been stolen and ended up in a shelter or with a releasing agency and who have a right to have their pet returned rather than sold or adopted out. Due to these conflicting principles, we remain neutral on HB 604.
