Relating to municipal annexation of certain rights-of-way.
No fiscal implication to the State is anticipated.
HB 545 would allow the municipal annexation of a road right-of-way under certain circumstances if the right-of-way meets geographical and route conditions, does not surround an area not already in the municipality's ETJ, and the annexation is requested by the entity controlling the right-of-way or other notice requirements are satisfied.
While Texas Action remains neutral on HB 545 we are concerned that this bill may open up the possibility of finger annexation or otherwise undermine annexation reforms which were achieved in previous legislative sessions.
