Fiscal Notes

Estimated Two­-year Net Impact to General Revenue Related Funds for HB4487, As Introduced: a negative impact of ($50,000,000) through the biennium ending August 31, 2023. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The Texas Higher Education Coordinating Board is required to implement a provision of this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the coordinating board may, but is not required to, implement a provision of this Act using other appropriations available for that purpose.

Bill Analysis

HB 4487 would create a new tuition assistance grant program for adult learners at public institutions of higher education who meet certain eligibility requirements. Specific parameters of the grant program are specified in the bill.
