Estimated two-year net impact to general revenue related funds for HB 4305, committee report 2nd house, substituted: an impact of $0 through the biennium ending August 31, 2023. The fiscal impact becomes negative beginning in fiscal year 2025.

Bill Analysis

HB 4305 is a bracketed bill to allow certain municipalities in Presidio and Jeff Davis counties to use hotel occupancy tax revenue towards dark sky infrastructure. The bill would also allow the City of Brownsville to use hotel occupancy tax revenue for certain projects. 

Vote Recommendation Notes

Texas Action opposes the use of hotel occupancy taxes to promote economic development, tourism, and other such purposes, therefore we oppose HB 4305.
